e-Service and New Rules
We are transitioning to electronic service of documents. The new 60Q procedural rules became effective October 31, 2012. They are posted on the OJCC website, www.fljcc.org.
The OJCC has facilitated a manual e-service process. An automated e-service process, which will be very similar to the process utilized by PACER, in the federal courts, will be deployed January 2, 2013. After the January deployment of the automated e-service process, counsel and parties will still be able to use the manual process to serve documents that are not filed with the OJCC.
So for the next two months, manual e-service will be the norm. In January, we will deploy automated e-service contemporaneous with your e-filing of a document. After January, you will still have access to the manual process for serving things you do not wish to file.
We are busily gathering email and mailing addresses for the carriers that do business in Florida. In the new iteration of eJCC that brings you automated e-service, you will also see a new Petition form. The main change will be that carriers will be added to the Petition by you, the user, and the OJCC will then provide the U.S. Mail address to the Petition for you. We believe that this will simplify the process for claimants and their counsels, and will likewise reduce mis-delivery and returned mail.
Claimants and Employers can register with the OJCC for full case access. This will both empower greater access to information on someone's particular case. This will also include that Claimant and that Employer on the automated e-service process in e-JCC. This will facilitate e-served copies of all pleadings, notices, and orders to all registered users. This is a great benefit. If your clients are not registered, direct them to the "forms" section of the OJCC website, www.fljcc.org, and complete form #21, Party's Request for Complete eJCC Access to Case.
For the time being, we have provided the lists of email addresses for registered e-JCC users. Just visit the e-JCC login page http://www.fljcc.org/eJCC/Login.aspx?ReturnUrl=%2fejcc%2fDefault.aspx, and look for the links Registered Carriers and Registered Efilers.
We are committed to bringing you progress. However, we also understand that change can be a challenge. If you have questions, problems, or suggestions, contact Judge Langham, David_langham@doah.state.fl.us
