I received a very complimentary email this morning from an attorney. The success and value of electronic service cannot be doubted, based on those comments. This is not to say there is no struggle or that there are no issues. We realize that some carriers and third party administrators have not registered their "general delivery" email address, and therefore their names are not in the database. This is frustrating. I understand and appreciate that. Please know that we are addressing these on an individual basis with those carriers and third party administrators.
Rule 60Q6.108(11) requires:
All self-insurers, third-party administrators, and carriers shall register a single, general delivery, e-mail address with the OJCC for receipt of all electronically served documents, including petitions for benefits. The e-JCC system will maintain a list of all registered companies, and their e-mail addresses. Each such self-insurers, third-party administrators, and carrier shall be responsible for amending that e-mail address as necessary for it to remain current.
The good news is that most have complied, and our list is comprehensive. I have received hundreds of emails in recent days regarding missing carriers. Fortunately, many of these reference duplicate carriers. For example, Tuesday we added three carriers to the database. As a result of that addition, I was able to reply to about 15 emails, letting them know that the carriers they found absent from the database are now present.
This morning, I anticipate that twenty more carriers will be added to the database. As a result, I anticipate a large volume of emails will be sent to those that found the carrier they needed absent from the database Monday and Tuesday, but who will now be able to proceed with less than 48 hours delay. I know some will take longer for us to acquire.
The point is that we are making progress. We have been fortunate to receive assistance, with attorneys providing us with details such as U.S. Mail addresses and phone numbers for missing carriers. This speeds our process and requires far less research on my part. I appreciate that help. I also appreciate your patience and professionalism as we make this transition. I am driven by the fact that this will be a better system for everyone when we are through this transition. I am driven by the fact that we are providing you a better litigation process. I am driven by the fact that working with the professionals in this practice is a privilege and is rewarding beyond my ability to describe.
