Missing Carriers - Please Help Us if You Can

The vast majority of insurance carriers and third party administrators (TPA) registered for e-service last fall. When we rolled-out the e-service program on January 14, 2013, we learned that a significant number had not registered. In the last month, we have identified (with the help of our diligent and helpful users), researched, located, and added 161 carriers or TPAs. We continue to receive inquiries about missing names. Before you contact us about a "missing" name, please double check that the company you are looking for is a "carrier" or "TPA." We have wasted many hours trying to find and register companies that have turned out to be nurse case management companies and prescription management companies. These names came to counsel's attention because an injured worker was contacted by them and some services were offerred or provided. Postal Service Failing

The United States Postal Service announced recently that they lost $15.9 billion last year. According to the United States Census Bureau, there are 314,817,360 people in the U.S. That means each of us paid about $50.00 for the privilege of a daily delivery of catalogs, coupons and sweepstakes bait. "If the post office was a business, it would be in bankruptcy," said Rep. Dennis Ross, R-Fla. "It's insolvent." The writing is on the wall (not on the paper). The inefficient paradigm of paper delivery is over. In fact, it has been over for a number of years. The fatally wounded delivery system continues to operate, not because it should, but because this lumbering beast is so large, that although the wounds are obviously and patently fatal, it continues to stumble along towards its ultimate demise. Update, and Help with Repetitive Information

We are about 9 days into e-service, and the feedback from the community has been overwhelmingly positive. I had the opportunity this week to attend the meetings of the Florida Workers’ Advocates and The Florida Bar Workers’ Compensation Section Executive Council. I gave them an update on the e-service transition, which I share now with you. Since January 14, 2013, we have assisted hundreds with inquiries about carriers. Some have had problems that required some time. To others we have been able to provide very rapid responses. To date we have added more than ninety carriers to our database.  This post is dedicated to publishing some of the answers I have had to email repeatedly, in hopes that readers will not need to email me. Don’t get me wrong, I appreciate your contact and welcome your question; but, publishing the answers is more efficient. I received a very complimentary email this morning from an attorney. The success and value of electronic service cannot be doubted, based on those comments. This is not to say there is no struggle or that there are no issues. We realize that some carriers and third party administrators have not registered their "general delivery" email address, and therefore their names are not in the database. This is frustrating. I understand and appreciate that. Please know that we are addressing these on an individual basis with those carriers and third party administrators.  Rule 60Q6.108(11) requires: All self-insurers, third-party administrators, and carriers shall register a single, general delivery, e-mail address with the OJCC for receipt of all electronically served documents, including petitions for benefits. One of Our Servers is Slow

People are getting "time out" errors this week. We understand that this is happening. We are aggressively working to rectify the problem. It is a hardware issue with one of our servers and we will get it fixed. I apologize that these timeouts are occurring. I know it is frustrating when you cannot get to the data you wish, as fast as you are used to getting it. Please know that we are working on this. Our IT department is the best in the state and they will rectify this as soon as humanly possible. There Is Only One of Each Carrier

We are getting a fair volume of emails about specific carrier addresses. There is only one Liberty Mutual Insurance. Therefore, there is only one "Liberty Mutual" in the drop down menu on our e-JCC program. Liberty, and all of the carriers, have designated an address to handle their mail. The address that they have designated is the one that is listed in our system. Yes, we know that a company that size has many offices and that your habit has been to list a particular office. The new paradigm is that you will send to the address they designated, and they will be responsible for disseminating the document out to the appropriate location, division, subsidiary, adjuster, etc. So, if you can find your carrier, but do not see the address you are used to, use the one that the carrier provided to us and which is listed in our database. How Will I Know???

The e-service process is up and running.  Some have asked how they will know that something has been served by the OJCC. Check the case docket screen. There is a PDF logo in the left column, which will open the actual document when it is clicked. In the far right column, there is a logo if the OJCC served this document. Click on that logo in the far right column and the service page will appear. You may print or save that page for your records if you wish. Or, you may simply refer to that in future pleadings if you wish, as all judges and mediators have access to this same logo and therefore information on service.

Automated E-Service January 14, 2013!

E-service has been in effect about a month, and has been working in the “manual” mode. That is, there have been email addresses available for you to use to email pleadings and other documents. On January 14, 2013 the OJCC e-filing platform, E-JCC, will begin offering you a more streamlined and efficient process. You are familiar with e-served orders and notices from our OJCC offices. Currently, when our district staff uploads an order or notice, you receive an email with a link to that document. When the new e-JCC platform is unveiled next week, you will be prompted to select recipients for service after the upload process. Essentially, you will proceed with e-filing as you have in the past. However, immediately after that upload/filing process, e-JCC will allow you to email notice (service) of this pleading to counsel and parties in the case.
